Existing procedures for Indigenisation

The salient aspects of the indigenisation procedures adopted presently within IN are enumerated at http://indiannavy.nic.in under IHQ MoD(N) – Material Branch – DOI.

Indigenous Development Routes Followed by IN. Indian Navy undertakes indigenous development of equipment and systems through Public and Private Sector routes. IN also interacts with industry organisations such as CII/ FICCI/ ASSOCHAM, R&D Organisations and academia for active participation in development of equipment and systems. The indigenous development process is broadly represented in Figure below.

Development Process. The development process for Indigenous Development is based on DPM 2009. Chapter 15 has been added in DPM 2009 on Design, Development and Fabrication Contracts, which did not exist in DPM 2006. The financial powers for Indigenous Development are given in NI 1/S/2006. The flow charts depicting methodology of Indigenous Development are represented in Figures below.

The sequence of Indigenous Development would comprise of the following activities:-

  • Need generation
  • Indenting and Budget allocation for development
  • Vendor identification
  • Drawing of paper particulars
  • Tendering
  • Order placement
  • Inspection, Test and Trials
  • Allocating ILMS number
  • Bulk production
