The 2016 edition of the annual Dilli seminar on ‘Regional Instabilities in Indian Ocean Rim States – Legacy of Maritime Conquest and Colonisation’ commenced on 14 Oct 16 at the Indian Naval Academy (INA). Admiral Arun Prakash PVSM, AVSM, VrC, VSM (Retd), the former Chief of Naval Staff delivered the keynote address in the inaugural session. The two day seminar is being attended by a large delegation of serving and retired senior Naval officers, eminent academicians,distinguished luminaries and cadets of INA.

The seminar proceedings commenced with an introductory movie on the theme of the seminar ‘Regional Instabilities in Indian Ocean Rim States – Legacy of Maritime Conquest and Colonisation’ followed by an opening address by Rear Admiral MD Suresh, NM, Officiating Commandant, INA. Admiral Arun Prakash (Retd) in his inaugural session deliberated that Indian Ocean Region is set to become the economic and geo political fulcrum of the 21 st century.

He motivated the youngcadets and future Naval leaders to work diligently to ensure that our weakness at sea during the bygone colonial period which cost us our freedom does not repeat itself. Prof Radhika Seshan, Department of History, Savitribai Phule Pune University, deliberated on the lasting impact of colonisation on the traditional form of governance in her paper ‘The Europeans in India – Beginning of the Colonisation’. Dr Talmiz Ahmad, former Indian Ambassador to Saudi Arabia and United Arab Emirates in his talk on the topic titled ‘Western intervention in the Gulf and their implication for contemporary regional politics: Challenges for India’s security’ examined in detail the security risks and challenges faced by the country as a result of the ongoing turmoil in the Middle East.

The cadets and distinguished audience present during the seminar were visibly enthused by the papers that were presented during the first day. The six papers that were presented on the inaugural day largely analysed and provided a detailed insight on the impact of colonial expansion and past balance of power on the present day geo politics of the Indian Ocean Region (IOR) and were intellectually stimulating whilst providing an enlightening experience to the cadets and other attendees.

On the concluding day of the two day seminar, Prof Sucheta Mahajan, Centre for Historical Studies, JNU, would deliberate on the‘Post imperial interest of British in India’ with special attention to the Andaman and Nicobar Islands, Dr Paleri, former Director General Indian Coast Guard will deliver a paper on the topic ‘Colonisation and Indian Ocean – an Impact Study on the Present Day Geopolitics of Rim States’ and Prof. Kaushik Roy, would present his paper on ‘Colonial Naval Warfare and Present Day Geopolitics’.
