4th APEX Committee Meeting of LTEMMC

The fourth Apex meeting of Larsen & Toubro Equipment Maintenance Management Committee, LTEMMC -2019 with the theme 'Ensuring Synergy for Self-Reliance' was held on 12 December 2019 under the Chairmanship of Vice Admiral GS Pabby, Chief of Materiel (COM) at New Delhi. The meeting was preceded by Sub-Committee proceedings for Weapons, Electrical, Engineering & Hull Equipment conducted over two days at L&T, Talegaon and New Delhi. 

The welcome address was delivered by Vice Admiral GS Pabby, during which the Chairman brought out that such high level interactions between L&T and Indian Navy are critical in achieving Self-Sufficiency and Self-Reliance through indigenisation. He stated that with the progressive increase in population of L&T make equipment, such formal mechanism to address issues of design, production and lifecycle support is essential. Further, he brought out that with L&T's foray in ship building and ship repair, the forum of LTEMMC has gained vital importance. The Chairman highlighted the importance of leveraging the capabilities of L&T to ensure sustained progress in indigenisation of equipment and systems ranging from Naval Weapon Launch Systems, Naval Aviation Support Equipment, Fire Control Solutions, Communication, Avionics, C4I and Missile Systems.

Shri Jayant D Patil, Whole Time Director (Defence, L&T-Nxt) & Member of the board L&T Limited,during his address appreciated Navy's pioneering efforts in development of indigenous vendor base and it's benevolent association with the local manufacturers, due to which Navy currently leads the way in indigenisation of Defence equipment. He also briefed the Committee on L&T's efforts in Research & Development of Waterjet Propulsion Systems, Integrated Platform Management Systems, Aviation Support Equipment etc. He also highlighted the massive infrastructure developed by L&T Ship-Building at Kattupalli, Chennai and urged Indian Navy to harness these capabilities to address abnormal refit loads faced by Naval Dockyards and Ship Repair Yards. He also assured support from L&T Info Tech in Navy's technology and software upgradation programs.

The Apex Committee proceedings included discussions on Radars, Rocket Launchers, Torpedo Tube Launchers, Floating Dry-Dock (FDN-2), Control Systems etc which have been indigenously designed and developed by L&T, and installed on frontline Warships of the Navy. Further L&T showcased their newly developed 'Unmanned Underwater and Surface Vehicle' (UUSVs) which has high potential for Naval Applications like Hydrography and Mine clearance. Navy's future Staff Requirements were also deliberated with L&T in order to guide their R&D efforts. 

COM stated that Indian Navy shall rely on major private partners like L&T to meet maritime component of the evolving threats faced by the nation. He emphasised that, Navy's major role in supporting 'Make-In-India' initiative can succeed only with a sound Public Private Partnership with established corporate entities like L&T. He also stated that the Navy expects L&T to step up it's innovation and R&D efforts to continue offering cutting edge technology of international standards in the future.   

LTEMMC - 2019 Apex Committee Proceedings was chaired by Vice Admiral GS Pabby. The Committee deliberated on issues of lifecycle support, Obsolescence management of L&T Make equipment, Maintenance of Naval Platforms, Software Development Support by L&T Info Tech and new technologies developed by L&T for naval applications. Cutting edge technologies developed by L&T were also showcased during the proceedings.
