     GENERAL JOINING INSTRUCTIONS
Pre - Arrival Formalities


    Personal Data     A personal data form (as per Appendix A) completed in all respects is required to be forwarded by the trainee through the local Indian Mission to IHQ of MoD (Navy)/DNT one month prior to commencement of the course.

    Certificate of Security and Assurance     A security clearance certificate (as per Appendix B), complete in all respects and endorsed by the government concerned, is to be forwarded to IHQ of MoD (Navy) through the local Indian Mission, prior to the trainee's departure for India.

    Statement of Identification     Each trainee is required to bring a Statement of Identification (as per Appendix C), duly authenticated.

    Reception     Foreign trainees on arrival in India should be received at the international airport by the staff of their respective High Commission/Embassy and further arrangements made for them to proceed to the training ship/establishment. However, in cases where the trainees proceed directly to the training ship/establishment by connecting flights, the details of arrival are to be notified by the respective foreign Navy/Indian Mission to the Commanding Officer concerned or IHQ of MoD (Navy)/DNT two weeks prior to arrival for arranging reception at the final destination.

 

Identity Cards, Passports, Visas and Registration

    Identity Cards     The following actions would be taken with regard to issue, withdrawal and loss of identity cards:-

    All foreign trainees would be issued with special identity cards by the training establishments concerned. Identity cards will be withdrawn from the trainees by the last training ship/establishment on completion of training and returned to the issuing authority.
 

    Foreign trainees are to ensure safe custody of their identity cards. Loss of an identity card through negligence, would in addition to a fine, attract disciplinary action and be reported to their respective government.
 

    Special identity cards issued to foreign trainees would be valid only for the duration of their training with the Indian Navy.

    Passport and Visas     Foreign trainees are required to be in possession of passport and visas that are valid for the required period of training.

    Registration     All personnel from non-Commonwealth countries who are to undergo training for more than 90 days are to register themselves as follows :-

    On arrival in India, the trainees are to report in person to the Foreign Registration Officer of the area where the Training Establishment is located.
 

    Registration is to be made with the local Superintendent of Police where no Foreign Registration Office exists.
 

    In case the period of training is being extended, similar registration will be required.

Medical
    HIV Screening Certificate/Report     All foreign trainees are to submit a certificate (as per Appendix D) on joining the training establishment/school; failing which they have to undergo the HIV test in India.

    Foreign trainees would be medically examined at the nearest Armed Forces hospital, to assess their fitness prior to commencement of training. The medical examination would include X-ray examination of the chest. In the case of trainees who undergo pre-deputation medical examination in their own country, and provided the trainee is in possession of all required medical documents, the requirement of medical examination on reporting would be waived off. The mandatory cadre specific medical screening in case of Diving courses, would be carried out in India.

    All foreign trainees are required to produce the following medical documents on joining the school, failing which they would be required to undergo a medical examination within one week of arrival : -

     Medical report indicating any significant medical history and clinical parameters like height, weight, chest measurements, range of chest expansion, conditions of cardio vascular, respiratory, gastrointestinal and neurological systems. It should also include vision and hearing capabilities.

     Laboratory investigations including HB %, TLC, DLC, ESR, ECG both resting and after DMT/TMT and chest X-Ray/ECG tracing etc.

    Immunisation.     All foreign trainees in India are to be protected against diseases in accordance with the international health regulations before they arrive in India.

Accommodation and Allied Services


    Afloat     All personnel reporting for afloat training are to stay onboard. Free accommodation and allied services as applicable for Indian naval personnel of equal rank would be provided to foreign trainees. Married individuals, who have been permitted to stay ashore, whilst borne for afloat training/attachment are to bear all expenses involved on account of ashore accommodation and allied services.

    Permission to Bring Family     In case the family members are joining the trainee, details of the family members are required to be forwarded (as per Appendix E ). Family members include legitimate spouse and children only.

    Accommodation for Officers     Married accommodation is not provided or arranged for single officers/cadets who arrive in India for ab-initio training. Single trainees would be accommodated in messes according to their rank and status. Under exceptional circumstances, single officers/cadets could be permitted to stay outside in hotels/hired houses under own arrangements. Married accommodation may be provided based on rank and status of the foreign officers who are detailed for advance/long courses of duration exceeding twelve months. Officers nominated for courses of shorter duration, who are permitted by their government to bring their families to India, would be assisted in hiring suitable accommodation near the Naval establishment under own arrangements. Such requests should be forwarded to the Commanding Officer of the IN establishment concerned at least two months prior to the commencement of the course.

    Accommodation for Sailors     Sailors are advised not to bring their families while undergoing training in India. However, permission may be accorded on a case to case basis in the following circumstances:-

     Sailors deputed for long duration courses with duration exceeding twelve months.

     Sailors deputed for short duration courses if approval of parent government has been obtained.

    Messing     Both vegetarian and non-vegetarian meals are served in the mess. The menu is a mix of both Continental and English. Personnel are to familiarise themselves with the mess rules on arrival. Officers not staying in the mess are required to pay a nominal monthly subscription towards the mess as per current rules. All monthly bills are to be cleared by the 10th of the following month through local bank cheques. The parent training unit will assist in opening of bank account on arrival.

 

Arrival Details

    All foreign personnel nominated for courses with Indian Navy are to forward arrival details by FAX to IHQ MoD (Navy) / DNT, HQSNC (CTCO) & Training Commander / Chief Instructor of training establishment concerned.

Leave


    Scheduled Leave (India)     During scheduled breaks, in case the trainees wish to spend their leave in India, the request is to be forwarded to the Commanding Officer giving complete details of place of visits, duration of stay with dates, address and telephone Nos. The trainees are to understand that their itinerary is sought only so that should a necessity arise to contact them for any reason, IN authorities can do so expeditiously.

    Scheduled Leave (Overseas)     Personnel planning to return to their own country/travel abroad during scheduled term breaks could be permitted to proceed on leave unless their performance has been unsatisfactory and extra classes are required to help them improve.

    Unscheduled Leave (Overseas)     Trainees who wish to avail unscheduled leave are required to obtain prior concurrence of their Embassy/High Commission in India, and with IHQ of MoD (Navy)/DNT kept informed. The responsibility to obtain such concurrence is entirely with the trainees. The concerned Embassy/High Commission should forward the concurrence to IHQ of MoD (Navy)/DNT with a copy addressed to the establishment concerned prior to commencement of the leave.

    Emergency Leave     In the event of an emergency trainees will be granted leave on a case to case basis. The trainees will be required to obtain prior concurrence of their Embassy/High Commission in India, and with IHQ of MoD (Navy)/DNT kept informed. The responsibility to obtain such concurrence is entirely with the trainees. The concerned Embassy/High Commission should forward the concurrence to IHQ of MoD (Navy)/DNT with a copy addressed to the establishment concerned prior to commencement of the leave.

 

Miscellaneous Issues


    Uniforms     Personnel are to wear Naval uniforms of their countries. The dress code laid down by the Commanding Officers is to be followed by all foreign trainees. In case of dissimilarities between Indian and foreign uniforms the nearest equivalent uniform is to be worn.. All foreign trainees are to be in possession of complete set of uniforms as indicated in Appendix F.

    Pay and Allowances      Arrangement for disbursement of pay and allowances and any other dues while undergoing training in India should be made by the respective High Commission/Embassy in India directly to their personnel.

    Bank Facilities     All foreign trainees, are to open a bank account in India to facilitate the Missions concerned to credit remittances.

    Personal Conveyance     Use of personal conveyances is to be in accordance with the orders applicable in the station. Foreign personnel driving vehicles are required to possess valid international driving license as per civil law. Violation of rules would be dealt with on the same basis as applicable to Indian personnel.

    Course Certificate     Certificates/parchments would be issued directly to the foreign trainees on completion of training in the same way as for IN personnel.
