     GENERAL INFORMATION - TRAINING OF FOREIGN PERSONNEL
 
Training Year
The training year in the Indian Navy is from 01 July to 30 June.
Training Requirements

Friendly foreign governments desirous of availing training facilities with the Indian Navy (IN) are advised to forward the training requirements to the Government of India (GoI), Ministry of External Affairs through diplomatic channels by 15th September of the year preceding the training year. Requests for pre/post course attachments may also be included in the demand indicating specific requirements.

 
Allocation of Vacancies

The details of vacancies allotted are notified to the foreign governments through diplomatic channels by the end of February. The acceptance of vacancies is to be intimated to the Ministry of External Affairs.
In case a vacancy is not being availed, intimation to the effect is to be sent at least two months prior to the commencement of the course.

 
Pre-Course Requisites and Standard of Trainees

The pre-course qualifications required for admission to various courses are contained in the section on courses. It is in the interest of parent countries to ensure that the selected candidates, possess the requisite qualifications. Training in all the courses is imparted in English. Proficiency in English must therefore be attained in the parent country prior to sending a trainee to India.

 
Training Schemes

    Courses are allotted by GoI to foreign trainees under one of the following schemes:-

     ITEC Category I     The Indian Government provides free training, to and fro air fare, lodging, messing (except in case of officers where messing charges are required to be paid by the individuals) and transportation facilities connected with training in India. In addition, the trainees are paid Living Allowances which currently are as follows :-
 

 Commissioned officers
Rs. 25,000 / month
 Cadets/sailors -
Rs. 15,000 / month
 

    ITEC Category II     The cost of international passage both ways is borne by the parent country. All other expenditures as applicable for ITEC Category I are met by the Indian Government.
 

    Self Financing Scheme      Under this scheme, tuition fees and other administrative charges are to be borne by the parent governments in accordance with current regulations of the Government of India (GoI).
 

General

    Foreign Exchange       It would be advisable for foreign trainees to bring easily convertible foreign currency/traveller's cheques for exchange into Indian Rupees in order to meet their initial/personal expenses.

    Pay and Allowances       Advances to trainees on account of pay and allowances are to be made by the High Commissions/Embassies of countries concerned, unless alternative arrangement are agreed upon with the Government of India.

    Messing

     The IN has separate messes for officers, officer cadets and sailors. Trainees are accommodated in appropriate messes along with Indian trainees, based on rank and status. At Venduruthy, Valsura and Shivaji limited number of air conditioned cabins are available for officers which may be availed on extra payment.

     Messing charges are to be paid by the officers at the rate prevalent in the messes of the establishments. In addition, they are charged monthly contribution towards subscription etc. as applicable to IN officers. In case of cadets and sailors, rations are issued on the same scale as laid down for IN personnel and recoveries are effected from the government at the rates prescribed from time to time.

     All trainees are expected to pay their monthly mess bills by the 10th of every month. Those delaying payments are liable to be called upon to make advance payment in a lump sum, subject to final adjustment.

    Promotion       Promotion of officers and sailors, while undergoing training in India, are effected as and when notified by the foreign authorities.

    Discipline       Foreign trainees are subjected to Indian Civil Law while in India. The Commanding Officers of the training establishments exercise control over the trainees for the purpose of local administration and discipline. Disciplinary cases of serious nature are reported to concerned foreign government/missions through diplomatic channels.

    Libraries       All schools/establishments have well stocked general/reference/technical libraries.

    Public Transportation       All schools/establishments are well connected to the nearest town/city by buses, auto rickshaws/taxis or local trains.
